First off, you would have to have a very short penis to start with. Next, any suggested extreme stretching would not create a suggested "dress," but would instead create a cup, similar to that of a brassiere covering the penis base and scrotum. Unless surgery would be part of the process.

The frenulum is a form of a ligament and inside are fine, stretch resistant cords.

From what I saw of your frenulum, you may be successful in just stretching it to be freer with a much thinner cord. Most guys have a much heavier cord with narrower skin in that area. The skin may stretch but the cord almost not. Although personally, too much emphasis is put on eliminating the frenulum to be more readily pulled back. The freerer frenulum however achieved does help but not like being circumcised.

If you should be so fortunate, you would have better luck than me at freely being back. It wasn't loosing the frenulumn that worked for me, it was developing deep shaft wrinkles that turned being pulled back into the equivalent of being circumcised for continuously being back.

What do I think? I was permanently pulled back for over 30 years and then went covered for 25 more to go pulled back 5 years ago. As FrenchGuy pointed out, it is permanent and one never knows in the future what one might then want. To be later covered after circ. is possible but with a lot of work and effort.

As I have said in other threads, in my case by developing deep shaft wrinkles I was able to be permanently back in exactly the same manner as if circumcised. The foreskin was permanently back and under no circumstance would cover the glans.

Back in the 1970s my wife, young family, and I attended a nudist camp every weekend. By that time I was permanently pulled back and I don't know if most thought that I was just loosely circumcised. As far as being seen, one has to look somewhere. Ogling for a lengthy time would be another thing that would draw attention.

I don't believe it is possible to bunch all the shaft skin at the base to free up the foreskin. However, for most guys it may be possible to form deep shaft wrinkles the full length, freeing up the foreskin. In my case I was able to do so with the foreskin acting as if I had been circumcised. I was able to do so by using tape down the shaft, holding the skin evenly back.

I don't know if I have much more of an answer to 'flaring.' As a teenager before I started to do any pullback the glans was what I now would consider smaller. However when I did start to pullback I did notice over time the corona did get larger. The only explanation that I might have is the glans dries out and, with no outer pressure covering and not being kept moist there is now the opportunity for the tissue to relax and take on a larger dimension.

After having been totally uncovered for 30 years, I went covered for 25. At no time did I notice then that the flaring subsided. Once flared, flared all the time.

Having a bare glan is a time-consuming process. You will find that in initial attempts you will need to cover the glans for a period of time, then to bare for a longer time. It does take time to adapt to the point where totally being bare is possible.

You sound a little like me, thesevenpointfive, years ago up to age 17 before I thinned it, I never thought the frenulum offered me anything but a sharp pain. The main reason that I then thinned it was to try to be more readily pulled back. That was long before there was any comment about simple tying.
