Red white and shiny spots on the glan

After Fulltime retraction for about three weeks, my glan had developed some white spots at the ring and some red and shiny spots on the glan .. I applied lotion and coconut oil but it is of no use. Keeping the foreskin at natural position also does not helped .. is it common or needs to be worried ??
