Are there anyways to bunch up all skin at the base of my penis? I always want to look like those tightly cut guys  and I have tried many methods but  it still forms a bunch of skin behind my glan when flaccid

I don't believe it is possible to bunch all the shaft skin at the base to free up the foreskin. However, for most guys it may be possible to form deep shaft wrinkles the full length, freeing up the foreskin. In my case I was able to do so with the foreskin acting as if I had been circumcised. I was able to do so by using tape down the shaft, holding the skin evenly back.
