That won't change at all. Like you say the gland that produces it is activated by nerve signals from your brain, not from your smaller head. Exactly the same as the thought of really tasty food making your mouth water, it doesn't require you to be tasting the food.

I think it's just that when you're retracted, the precum has nowhere to collect. So it's either soaked up by your clothes or dries up as it comes out. Solution: wear a cock plug? hahaha

Precum production varies wildly regardless of glans coverage.  I've had cut partners who already had a big wet spot in the front of their underwear when their pants came off.
