Will the skin stay retracted permanent when behind the head in puberty?

I started early 5-6 y.o. It didn't stay back for reasons due to adhesions unless I kept it retracted in my brief-style underwear. After the age of 9, the adhesions were gone and it stayed retracted much better but not 100% of the time. It got to be almost permanently retracted by 13-14.
