How to dry the glans with the toothpaste and nailpolish method
Leave it alone, it will dry itself. No need to do any fancy experiment. :)

You are not supposed to put nail polish on your glans.
I wouldn't put any chemicals or toothpaste on the external skin of your penis let alone the glans and inner foreskin. You run the risk of putting on something that will irritate the skin, (everyone skin is different) and then you may end up with a worse problem. I think the safest route is just as Vivek advised, let it dry naturally. Best of luck!
Skin in general, and especially the "inside skin" of the glans, should not have any chemicals on it. The head's skin is especially sensitive, thin, and thus receptive to absorbing whatever is on it. Let nature run its course.

Yes, there are some who use a alcohol based product, but if you just leave it it will gradually happen.
Try a sauna
After reading up about keratisation, I am somewhat intrigued by some nail hardener products that contain keratin (not a scientist but you would think that might aid kerarisation).
Another user also posted about the gel from CLA tablets helping out. I imagine I'll give both things a try in the coming weeks
Why would anyone want to dry out to such a degree?!? I moisturize my whole body daily including my penis and scrotum. Dryness only reduces pleasure in general. And some of the posts I read around here are shockingly dangerous to your penis health!
