It's similar to super glue / kraxy glue (USA) also known as CA glue. It's skin glue to close bad cuts. On Amazon it's like $20 USD but you only need a couple drops and will last a long time.  It can turn a little crusty when it dries but will keep everything in place for around 24hrs. Crusty old glue will mostly wash off in the shower. Be careful not to glue your finger to your cock!

I've never tried that, but I'd like to. There are a number of adhesive products specifically for keeping the foreskin retracted. Here are links to 3.

I just searched phimosis gel on ebay, but it doesn't look like the same product. The one I linked to is an adhesive. The one on ebay seems to be some sort of topical medication. Like maybe a steroid cream or something.
