This video is of a Japanese person, they start of looking cut, but at around 5.50 the skin covers the head, then after a few minutes you can see it going back, if you increase the view you can tell they are not cut, thats a well trained skin back

It's kind of hard to tell.. given the near-universal circumcision in the Philippines, they may be cut.

It may be impossible to know for sure, but he looks circumcised to me.  Just because he can pull his skin forward to partly cover the glans doesn't mean that he is uncut.  If you check one of my pics you will see that it's possible to pull the skin forward to partly cover the glans...

I would note in the opening seconds of the video when he first pulls the skin back you can tell he has a loose frenulum. It also shows with the skin back, you can see the outer/inner skin line is on an angle to the frenulum on the underside. In the case of circumcision would that show thusly?

Its the part when soft, the skin comes forward, but they don't look like they have a loose cut, so how does the skin with good length go over the head.

The typical Filipino circumcision is done at the age of 12 in a short ceremony known as Tuli and for most people it consists of a dorsal slit and no actual skin is removed. That results in a bunch of loose skin on the underside and quite a tight appearance on the dorsal side. It's often performed by non-medically trained practitioners for a few pesos and that's all many families can afford, though the richer families are beginning to have their sons circumcised in hospitals. Then penis is the video doesn't look as though it has had a dorsal slit so maybe her heritage is more Japanese than Filipino. It looks like a typical Japanese, uncircumcised, short foreskin, probably usually kept retracted to me.

Like soundsgreat87, I'm laughing.  It's definitely circumcised, but with a major case of shrinkage, some glans coverage is temporarily possible...

How does dorsal slit look like? Like a longitudinally slit foreskin?
