You need to dry it up and keep it dried all time until permanent changes occur. The toilet paper method is perfect for that.

Not reliably? If you look at a lot of circed penises they often times have different colors on either side of the line. And if all that skin for circed men is exposed to the elements for yeahs on end, and doesn't end up the same hue, then I'm not sure ours will
